First, to configure your IP address, go to Preferences >> Network Connections. On the Wired tab, select to manually create a new connection. Rest of the things are pretty simple as far as configuration is concerned. Once done, try to ping your gateway.

If you are successful in connecting to the gateway, next step is to install the Sify dialer for Linux. I think Sify has changed its server settings for better, so that you see their own page if you are not logged in to their network. Try browsing any site in Firefox, and you should see Sify's page where you can download their software for Linux.

I recommend using http://thegoan.com/supersify/ instead of Sify's dialer. You will need Java 6 to use it. I suggest you first log in to Sify using Windows and then boot into Ubuntu without logging out of Sify. If you are properly configured on Ubuntu, you should be able to use the internet and download the Java package.

I know it sounds overwhelming for a new user, but once done, you will enjoy it.

From last that I have seen: Sify uses a custom client software to dial to server. This comes for Windows. Please check this part.

In addition to above it had poor quality, so I switched to Tata Wimax. Its reliable and has nice web interface.
